Program Manager - Assertive Community Treatment

Pay is based on experience starting at $58,000 - $85,000 per year. Full time exempt, benefits eligible. A.  Responsibilities and Duties:  The primary responsibilities of the ACT Team Program Manager are providing strategic planning, implementation, management of services/programming/staff, and provision of QMHP and clinical duties associated with the Bert Nash ACT Team. These duties encompass:

1.  Managing the CMHC administered ACT Team;

2.  Serving as a participating member on a community-based, trans-disciplinary, intensive supportive service team operating according to TMACT fidelity standards;

3.  Partnering with program staff to ensure service quality standards of the program are met, specifically TMACT, CARF, and state of Kansas Standards; and generally that data collection and documentation and reporting, outcomes standards, Evidence-Based standards, and grant deadlines are met;

4.  Providing 50% of duties dedicated to program administration and 50% of duties dedicated to providing clinical services as an ACT team clinical service provider (percentages may vary day to day depending on team or client need);

5.  Working with other Center staff, community organizations, partners, and stakeholders to maintain and expand affordable housing opportunities and supportive services;

6.  Serving as a lead contact and team representative with partner agencies and key stakeholder meetings and ensuring the ACT team has consistent and regular participation in key community service meetings such as Coordinated Entry and Familiar Faces.

7.  Overseeing and managing needed staff development and training as it pertains to ACT services.

8.  Working with Center staff to formulate and implement strategies for addressing consumer housing needs and service needs;

9.  Assisting with the evolution of an effective, efficient program of services;

10.  Participating in public information and public relations activities and serving as a community advocate for mental health and the Bert Nash Center;

11.  Maintaining ultimate accountability for the clinical appropriateness of all services designed for each case the team manages, and being responsible for the clinical direction and outcomes of all cases managed by the team;

12.  Providing clinical supervision to program staff to review specific cases;

13.  Providing oversight and supervision to assure that all services provided are on the treatment plan and that the consumer was an active member of the treatment planning process;

14.  Working closely with referring agencies/entities to address all goals and concerns;

15.  Coordinating intervention activities with other teams and community members, as needed;

16.  Delivering services on an as-needed basis with respect to time of day and location;

17.  Providing feedback and consultation to managed teams regarding service provision, resource acquisition, coordination of services, assessment, goal setting, and engagement of client;

18.  Providing effective leadership, assisting in the hiring, training, professional development, and evaluation of team staff;

19.  Regular and predictable attendance is essential;

20.  Assuming additional responsibilities that may be assigned as circumstances warrant.

B.  Accountability:  The ACT Program Manager will be directly accountable to the CMHC Director of Housing or their designee.  The Director of Housing or their designee will, no less than annually, complete a performance evaluation in compliance with personnel policies.

C.  Qualifications:  The ACT Program Manager position requires:

1.  Master's degree in clinical or counseling psychology, clinical social work or psychiatric nursing, and significant experience in the area of housing, or master's degree with 5 years of experience working in the field of mental health, housing, and homeless services;

2.  Licensed or licensable by the Behavioral Sciences Board in Kansas with a reimbursable specialty;

3.  Knowledge of community service programs and resources designed to assist in targeted populations of the county;

4.  A commitment to working with parents and consumers as partners;

5.  A commitment to developing cultural competence in the workplace and in-service delivery;

6.  Knowledge of or experience in community mental health;

7.  Reliable transportation;

8.  Prior computer experience and administrative level computer fluency;

9.  An ability to work independently and in cooperation with others;

10.  Strong organizational skills;

11.  Strong oral and written communication skills;

12.  Strong interpersonal skills in working with diverse publics;

13.  Flexibility in assigned working hours;

14.  A commitment to interdisciplinary and community mental health center approaches; and

15.  An energetic and positive approach to the rapidly evolving changes and challenges of a complex work place.

  16.  Must be able to achieve within one's first 6 months of employment a working   competency in the management and use of the Center's electronic medical records   (EMR) software as demonstrated by timely and accurate documentation of the clinical record.

Bert Nash Center requires proof of Covid-19 immunization prior to starting any position. Covid-19 vaccine series must be completed or in process to be cleared for new hire orientation.
